Indonesia has taken a significant step by temporarily blocking access to Elon Musk's Grok AI chatbot, developed by xAI, due to profound concerns over its capacity to generate and disseminate non-consensual sexualized deepfakes. This action, announced on Saturday, January 10, 2026, makes Indonesia the first country globally to deny access to the AI tool.
The Indonesian Ministry of Communication and Digital Affairs, through Minister Meutya Hafid, stated that the government views the creation of non-consensual sexual deepfakes as a serious violation of human rights, dignity, and the security of citizens in the digital space. Reports indicated that Grok's image creation feature allowed users to sexualize images of women and children, including prominent public figures, often without consent. The ministry has also summoned officials from X (formerly Twitter), the platform hosting Grok, for discussions on the matter.
This decision comes amid a broader international backlash and regulatory scrutiny from governments and regulators across Europe and Asia. Countries like the United States, the United Kingdom, France, Australia, and India have also launched inquiries into the sexualized content generated by Grok. In response to the outcry, xAI had previously announced on Thursday, January 8, 2026, that it was restricting image generation and editing features to paying subscribers, aiming to fix safeguard lapses that permitted such outputs. However, this measure failed to fully address the concerns of regulators, with Indonesian authorities finding the safeguards insufficient. Elon Musk has stated on X that individuals using Grok for illegal content would face the same consequences as if they had uploaded illegal material. This incident highlights the intensifying global debate on AI governance, content moderation, and the ethical implications of generative AI technologies.
